Is cloud adoption in the state government space growing faster than initially thought? What are the driving factors and challenges around it?

It actually grew slower initially because of challenges around primarily the perception around security… [CIO's] are looking at using public cloud providers off premise, so they're looking at Amazon, Azure, HP and everybody else, and saying 'can we put our infrastructure as a service primarily in their facilities,' and I think that's leverage, so immediately that brought up the security issue…I think now they're looking at the cloud environment and saying this is actually more secure than what I'm running in the state. Another thing that held it up and now has accelerated the interest is procurement. This is a shift in style and approaches that is pretty dramatic in terms of its impact, and it has consequences in terms of how states are going to do business. It's also very different from what they've done in the past. I think that's part of the slow uptick, but now we're seeing it really accelerate.
