The biggest challenge for partners is what I call navigating the pirate map, which is understanding that it's a complex business process and organizations with a lot of arcane rules. A lot of players and in some cases state CIOs have procurement oversight authority, and in other cases they do not. They may be seeing procurements, but they aren't signing off on them. They have no authority to review or stop something, so I think that can cause disruption. As one partner told me, it's bewildering to deal with state government. I would probably agree with that. We advocate for strong enterprise oversight, but it can be a bewildering array of rules. That's why I call it a pirate map.
