What do states need to do to be able to manage the boom in data?
They need to establish governance. They need to establish a way to allocate decision rights in terms of the fact that you need to have an enterprise data strategy to promote interoperability. You've got to have champions within the agencies and give them a role. That's what states need. They need to begin to harmonize their data environment so they can share their data a lot better and share data between agencies. They can also use tools. I'm big advocate of analytics and evidence-based decision making in government.
